The Conference was held in S\u00e3o Paulo, Brazil from December 15 to 20 and was attended by delegates from member organizations in Argentina (PTS), France (RP), Brazil (MRT), Chile (PTR), Germany (RIO), the United States (Left Voice), Mexico (MTS), Spain (CRT), Uruguay (CTS), Venezuela (LTS), Bolivia (LOR-CI), Italy (FIR), Costa Rica (OSR), and Peru (CST). Also in attendance were invited delegates from March to Socialism in South Korea, Rouge in Belgium, What Is to Be Done in Canada, and activists from Spain.<\/em><\/p>\n<p><em>The conference was preceded by a <\/em><a href=\"https:\/\/www.leftvoice.org\/sao-paulo-over-1000-at-internationalist-anti-imperialist-socialist-rally\/\"><em>large opening rally with over 1,000 attendees<\/em><\/a><em>, which came on the heels of a similar rally held earlier this year in Paris with over 2,000 people and similar events held with hundreds of participants in Madrid and Barcelona.<\/em><\/p>\n<p><em>The Conference consisted of days of intense internationalist debate and collective work. Through a series of discussions about the main aspects of the international situation, as well as key political phenomena, the development of class struggle, and the intervention of revolutionary socialists within them, the Conference reached the conclusions that we present below and voted to organize a major international seminar on the theory of Permanent Revolution in the 21st Century in 2026.<\/em><\/p>\n<p><em>In this context, one of the key challenges is to deepen our relationship with our comrades from March to Socialism<\/em> <em>in South Korea, with whom we have been building a relationship for several years. During this time, we have found significant areas of agreement, as well as areas where differences need further exploration \u2014 including, for example, the imperialist nature of China, and democratic demands, such as the Constituent Assembly. This is especially important considering a crucial point raised by our comrades at the conference itself: the growing importance of East and Southeast Asia, which is home to a vast new proletariat, and which has acquired a decisive economic weight within the global capitalist market. We will elaborate more fully on the content of these debates in these pages in the near future. Here, we present the resolutions adopted by the Conference.<\/em><\/p>\n<h2 class=\"wp-block-heading\"><strong>Regarding the International Situation<\/strong><\/h2>\n<p>1. The XIVth Conference of the CPR-FI, after a rich debate on the main definitions of the convulsive international situation in which tendencies toward crises, wars, and confrontations between revolution and counterrevolution are reactivating, resolved to approve the <a href=\"https:\/\/www.leftvoice.org\/militarism-crisis-and-class-struggle-on-the-main-contours-of-the-international-situation\/\">document presented to the conference<\/a> in general. It also approved the core points of the opening reports, which discussed and updated important elements, particularly the National Security Strategy of the United States during Donald Trump&#8217;s second term. In this context, we had a debate develop over categories such as &#8220;interregnum,&#8221; &#8220;systemic chaos,&#8221; &#8220;asymmetric polarization,&#8221; and &#8220;period of hegemonic dispute between the United States and China,&#8221; and the need to clarify their use within the framework of a Marxist analysis of the international situation.<\/p>\n<p>The conference noted that, in general terms, the trends anticipated in the document are deepening, such as the surge in the imperialist offensive against Latin America to align the so-called &#8220;Western Hemisphere&#8221; (from Greenland to Tierra del Fuego in the southernmost tip of South America) behind the United States in the midst of its dispute with China. This imperialist policy is expressed today in the escalation of the U.S. offensive against Venezuela.<\/p>\n<p>The conference also noted the continued trends toward a new escalation in class struggle \u2014 particularly stemming from the movement in solidarity with Palestine \u2014 whose most advanced point to date is the general strike in Italy, and which are also expressed in the general strike in Portugal, the strikes in Belgium, and other movements. Therefore, it reaffirmed that we are preparing for a period of heightened rivalries between powers and processes of political radicalization and class struggle. Within this framework, the discussion of the situation was approached from the perspective of intervention in class struggle and the new political phenomena to the left of social liberalism.<\/p>\n<p>2. In the face of imperialist offensives around the world, we propose <strong>to reaffirm and strengthen the internationalism of CPR-FI with three central anti-imperialist campaigns<\/strong>:<\/p>\n<p>a) In light of the massive military deployment in the Caribbean and the United States&#8217; naval and oil blockade of Venezuela, and given the urgency of the situation, we voted to give priority to an internationalist campaign <strong>against the imperialist aggression and military blockade imposed by the United States and Trump on Venezuela<\/strong>. This campaign maintains its independence from the Bonapartist and repressive regime of President Nicol\u00e1s Maduro and reaffirms the terms of the CPR-FI&#8217;s last declaration, &#8220;<a href=\"https:\/\/www.leftvoice.org\/trumps-air-blockade-and-threats-against-venezuela-require-a-united-anti-imperialist-response\/\">Trump\u2019s Air Blockade and Threats Against Venezuela Require a United Anti-Imperialist Response<\/a>,&#8221; which establishes a class-based and revolutionary position from which we promote and participate in anti-imperialist mobilizations and other united actions. We consider this campaign an integral part of the struggle against the imperialist offensive in the region and its local agents, against the debt-driven plunder orchestrated by the IMF and international finance capital, and against the exploitation of economic resources and common goods.<\/p>\n<p>b) In the face of the false truce in the Middle East and the genocidal policies of the State of Israel, sponsored by the United States with the complicity of the European imperialist powers and the Arab bourgeoisies, we must strengthen the campaign <strong>against the genocide in Palestine and for a free Palestine, from the river to the sea<\/strong>, based on the dissolution of the Zionist state and where Arabs and Jews can live together in peace, developing our transitional programmatic points towards a workers&#8217; and socialist Palestine within the framework of the struggle for a federation of socialist states of the Middle East. Part of this campaign is the battle against the severe repression suffered by the solidarity movement with the Palestinian people at the hands of various states, of which the trial of our comrade Anasse Kazib is a prime example.<\/p>\n<p>c) Strengthen the <strong>campaign against imperialist militarism centered in Europe<\/strong>, and seek unity with other sectors, such as the &#8220;Guerre \u00e0 la guerre&#8221; movement, making explicit its relationship with the hardships suffered by the masses, the cuts in social budgets, wages, and more.<\/p>\n<p>3. Considering that measures and attacks against immigrants are a central policy of governments, particularly in Europe and the United States, and a defining aspect of the politics of the Far Right that must be confronted, and that these policies are also adopted by \u201ccentrist\u201d governments, the XIVth Conference of CPR-FI identifies combating these policies as a central task, with a clear focus on combating racism and xenophobia. It also resolves to deepen \u2014 and take as an example for other countries \u2014 the policy implemented in Brazil of prioritizing the fight against racism, as well as organizing and taking joint action with African immigrant movements.<\/p>\n<p>4. Develop a program of study based on the political-theoretical debates that exist in our tradition on the anti-imperialist struggle, drawing on discussions on the Theses on the Eastern Question and the relevance of the theory of permanent revolution today. Different positions divided the Trotskyist movement over these questions after Trotsky&#8217;s death; we aim to examine how they are reflected today in different sectors of the Left and how they relate to the orientation of the anti-imperialist movement.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Regarding China<\/strong><\/h2>\n<p>1. Based on a recent <a href=\"https:\/\/www.laizquierdadiario.com\/China-en-el-sistema-capitalista-global-Documento-para-la-XIV-Conferencia-de-la-FT-CI-274667\">elaboration on the role of China in the current political situation<\/a> (ratified in its general terms), delegates at the conference deepened and developed the characterization of the Asian giant, as well as the main political and strategic problems posed by its emergence.<\/p>\n<p>2. On the characterization of China: as a capitalist power that emerged from restoration, China has strong imperialist traits, led by the Bonapartist bureaucracy of the Chinese Communist Party, which administers capitalism through state interventionism and increasingly opens up space for the growing private sector, while strictly disciplining the working class. The \u201cChinese model\u201d is unthinkable without this repressive and reactionary discipline against workers and peasants. That is why it is essential to denounce the social character and political practices of the CCP bureaucracy and its intrinsic relationship with the Chinese big bourgeoisie.<\/p>\n<p>In response, we focus on the struggle and the independent political development of the working class and the fight for their political and trade union rights, as well as those of young people and peasants in China. It is also essential to denounce the actions of the Chinese state in other countries, particularly in Africa and Latin America, where it pursues an extractivist policy and plunders common resources, promulgating environmental destruction, and the oppression of peoples. This is part of our fight against the idea that the Chinese state is an ally of the people in the struggle against U.S. and global imperialism. Based on this common framework, which fundamentally distinguishes us from any partisan position and from \u201cmultilateralism,\u201d we continue to study the precise degree of these imperialist traits and their implications, in line with the two alternative definitions (\u201ccapitalist power with growing imperialist traits\u201d and \u201cimperialism in construction\u201d) presented in the document for the Conference.<\/p>\n<p>3. Regarding Taiwan in general, and a possible military conflict between the United States and China over the country in particular, we reaffirm the definitions expressed in the submitted document. Regarding the right of its people to self-determination, we clarify the definition as follows:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>We defend Taiwan\u2019s right to self-determination in the face of Beijing\u2019s diplomatic pressure and the One China policy; likewise, this right to self-determination cannot be realized by subordinating it to U.S. militarism. The specific form of defending self-determination in Taiwan is linked to a workers\u2019 and people\u2019s program independent of U.S. imperialism and its militarization of the island, on the one hand, and of Chinese Bonapartism and its military provocations, on the other. Any military aggression by Xi Jinping&#8217;s China, aimed at forcing unification against the will of the Taiwanese people, must be strongly condemned, as it would not improve the situation of the most exploited and oppressed sectors of the island&#8217;s population, who would then be under the control of a reactionary Bonapartist regime led by the Chinese Communist Party.&nbsp; Furthermore, the increasing militarization of Taiwan, encouraged by the US imperialist bipartisan establishment and accompanied by the subtle shift in the US position regarding the possibility of military intervention, must be rejected by the international working class as part of an unwavering anti-imperialist stance. Faced with these two prospects, action by workers on both sides of the Taiwan Strait is vital. This programmatic stance is the best way to combat the native bourgeoisie in its various factions, whether pro-China or pro-United States. A workers&#8217; and socialist Taiwan, independent of the competing powers, could be a lever for developing anti-capitalist and anti-imperialist mobilization throughout Asia, opposing the imperialist policies of the United States, but also undermining Beijing&#8217;s policies.<\/p>\n<\/blockquote>\n<p>4. The XIVth conference of PR-CFRI votes to hold a seminar for the study of the Chinese phenomenon, linked to the theory of imperialism and its developments.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Regarding Orientation<\/strong><\/h2>\n<p>1. The XIVth Conference discussed from multiple angles the intervention of our international organization and its different sections, a joint effort that resulted in a series of resolutions that add to and clarify our orientation, which are included in these resolutions.<\/p>\n<p>2. As a result of the debates at the Conference, it was resolved to include in the final draft of the orientation document a section highlighting the policy of self-organization (\u201cSoviet strategy\u201d), a distinctive feature of our international current that we consider an essential part of the struggle to rebuild the Fourth International.<\/p>\n<p>In the same section, we will develop: 1) the importance of building \u201cbastions\u201d as a way of concentrating the influence of our organizations in order to set in motion a series of mechanisms through which we can effectively intervene in the class struggle; 2) the struggle for the articulation of the vanguard and sectors of the masses through the creation of institutions of unity and coordination (with freedom of workers&#8217; and leftist tendencies), taking up Trotsky&#8217;s idea of \u201caction committees\u201d in order to impose the united front, breaking the passivity and divisiveness of the bureaucracy with a perspective towards the development of Soviet-type organizations; 3) this battle is linked to intervention in the unions and the struggle to recover them from the hands of the bureaucracy. These are not universal formulas, but rather an algebra that must be thought out and developed according to national characteristics, the stage of development of our respective organizations, the different political situations, and the concrete dynamics of the class struggle.<\/p>\n<p>3. The XIVth Conference of CPR-FI approves the revival and updating of the politics of the <strong>Movement for a Socialist Revolutionary International (MIRSCI)<\/strong>, which for us is the Fourth International, in the terms developed in the orientation document:<\/p>\n<p>The task of building a revolutionary socialist international is one of the main duties of revolutionaries in order to face the new stage that is opening up.<\/p>\n<p>We are aware that no currently existing organization that claims to be revolutionary can solve this task of historic magnitude on its own. Against all sectarian self-proclamation, we maintain that the construction of revolutionary workers&#8217; parties and the establishment of an international of social revolution, which for us implies the refounding of the Fourth International on revolutionary bases, will not be the product of the evolutionary development of our organizations or our international tendency, but rather the result of the fusion of the left wings of revolutionary Marxist organizations and sectors of the workers&#8217; and youth vanguard that are oriented toward social revolution.<\/p>\n<p>We do this by \u201creturning to the method proposed by Trotsky in the 1930s with the \u2018Bloc of Four.&#8217;\u201d We voted for the formation of a committee to draft a manifesto calling on other organizations and groupings to build this movement &#8212; not as a \u201cfinished program, but as a proposal for consideration by the main strategic and programmatic organizations that we believe, together with the test of political practice and class struggle, should define the field of the revolutionary left [and] lead offensively at the forefront of the struggle and political processes.&#8221; This committee will be made up of comrades from CPR-FI and the groups invited to the XIVth Conference \u2014 March to Socialism from South Korea, Rouge from Belgium, What Is to Be Done from Canada, and activists from Spain \u2014 based on the agreement of their delegates in attendance. This commission should meet to organize the drafting of the Manifesto and discuss all the tasks necessary to promote this movement.<\/p>\n<p>4. The African continent has historically been plundered by the imperialist powers, based on brutal racism against Black and Arab peoples; it is currently at the center of rivalries between the United States and China and is undergoing processes of class struggle. <strong>The XIVth Conference of CPR-FI strongly supports the international struggle against imperialism on the African continent<\/strong> and against all the governments that support it, for the cancellation of the external debts of African countries, while also denouncing their plundering by China and the role of Russia, and defending the right to self-determination of the African peoples.<\/p>\n<p>We fight for the only realistic prospect that can lead to the victory of anti-colonial struggles: their integration into the anti-imperialist struggle and the independence of the working class, including from the complicit African bourgeoisies. Down with the massacre in the Democratic Republic of Congo! MONUSCO out of the DRC! Down with genocide in Sudan! Down with Morocco&#8217;s aggression against the people of Western Sahara! Freedom for all activists imprisoned in the uprisings in Kenya, Angola, and Guinea-Bissau! Solidarity with the struggle of migrant communities around the world against xenophobia and for all civil, political, and labor rights for immigrants!<\/p>\n<p>5. In 2025, we organized important events such as the rally of more than 2,000 people in Paris, as well as hundreds in Barcelona and Madrid, followed by the rally of more than 1,000 people in S\u00e3o Paulo on December 14. In 2026, as the Current for Permanent Revolution &#8211; Fourth International, we intend to take a leap forward in this direction with the <strong>holding of an international seminar on the Theory of Permanent Revolution in the 21st Century, which we hope will have strong participation, be in multiple languages, and open to other organizations, <\/strong>as part of a political and ideological offensive around the debates on Permanent Revolution, also as an alternative to Stalinism, Maoism, and other currents in the struggle for communism in the 21st century.<\/p>\n<p>6. Form a committee of comrades tasked with aggressively promoting the XIVth Conference and the Internationalist Meeting in S\u00e3o Paulo on social media, with photos, videos and audios in different languages.<\/p>\n<p>7. The <a href=\"https:\/\/www.laizquierdadiario.com\/Red-Internacional\/\">International Network of Izquierda Diario\/Left Voice<\/a>, with its 15 newspapers in seven languages, receives millions of visits per month and has grown significantly in recent times, particularly in Argentina and France, accompanied by a major expansion of its work on social media. We consider these developments to be a key factor in the distinctive character of the TF, now PR, as an international current, in contrast to numerous organizations that claim to be Trotskyist but do not even have their own significant publications or aspire to have any influence on reality, and are often reduced to a mere nominal existence.<\/p>\n<p>In this context, the Conference resolved to study a leap in the CPR-FI&#8217;s multimedia work, with a proposal to be developed by February\/March by the best minds within the FT\/CPR in internet trends, social media, websites, artificial intelligence, etc. This project must be multilingual and international, and published across the network. This proposal aims to present the CPR-FI as an international organization, highlighting the best of our political profile by launching joint campaigns, establishing leading figures, and showcasing interventions in class struggle and our youth organizations. We resolve to build a network of propagandists who reflect on common themes (starting from the work pioneered by the CEIP) and by establishing a theoretical-political journal and other initiatives; this will be coupled with taking up the extensive work of ideological struggle and theoretical development that our international current is developing and which has seen significant growth in recent years, particularly in the ideological supplements of our international network as well as in dozens of new books published in different languages \u200b\u200bby <em>Ediciones IPS<\/em> in Spanish, <em>Edi\u00e7\u00f5es Iskra<\/em> in Portuguese, <em>\u00c9ditions Communard.es<\/em> in French, and the various publishing houses of the different organizations that make up CPR-FI.<\/p>\n<p>8. On the proposal of the comrades of the <em>March to Socialism<\/em> group, <strong>we vote to create a website in English, aimed at the Asian public,<\/strong> which we will organize jointly.<\/p>\n<p>9. The XIVth Conference of CPR-FI resolves to establish an international coordinating body and <strong>strengthen exchange between the following countries in particular<\/strong>:<br \/>a) Europe;<br \/>b) United States, Mexico, Venezuela, and Costa Rica;<br \/>c) Southern Cone countries, Brazil, Peru, and Bolivia.<\/p>\n<p>10. The XIVth Conference of CPR-FI (formerly the Trotskyist Fraction &#8211; Fourth International) resolves <strong>to change its name as a way of reflecting the new stage of our organization.
